Chief Operating Officer

Phil Cox was named Chief Operating Officer for Russell Investments in July 2024 with responsibility for the firm's global operations and technology and oversight of the Mumbai office. Based in the Seattle headquarters, he reports directly to Chairman & CEO Zach Buchwald. Phil's career features extensive experience leading global teams and operations functions to drive revenue growth and innovation. He served as Chief Operating Officer of Silicon Valley Bank (SVB), which he joined in 2009 to establish and lead its UK branch. He also established units in Scandinavia, Germany, and Israel. In 2019, Phil became COO at the enterprise level, responsible for technology, cybersecurity, operations, client service, data, and operational risk management. He also led SVB's Global Delivery Center in Bangalore, India. Before SVB, he spent 27 years with the Royal Bank of Scotland/NatWest Group in various leadership roles.
